PW Bid 2447 - Dissolved Air Flotation System Betterment at Northeast WPCP (EC)

Background
The City of Philadelphia's Water Department is issuing a solicitation for the Dissolved Air Flotation System Betterment project at the Northeast Water Pollution Control Plant. The goal of this contract is to enhance the existing water treatment facilities to improve operational efficiency and compliance with environmental standards.

Work Details
The contract includes general construction and mechanical work (Work No. 71097) and electrical work (Work No. 71155). Specific tasks include:

- General Construction and Mechanical Work: Maintenance and janitorial services for the engineer's field office, concrete crack repair using epoxy injection, concrete slab crack repair, concrete spall repair, anchor repair, concrete joint replacement, and tank base rail repair.

- Electrical Work: All necessary electrical work as shown on the Electrical and Instrumentation Plans or described in the Electrical Specifications (Division 16) and Instrumentation Specifications (Division 17). This includes installation of various electrical components such as low-voltage conductors, circuit breakers, grounding systems, and instrumentation controls.

Period of Performance
The contract is expected to be completed within 1,278 calendar days from the date of the Notice to Proceed issued by the Chief Engineer.

Place of Performance
The work will be performed at the Northeast Water Pollution Control Plant located at 3899 Richmond Street, Philadelphia, PA 19137.

Bidder Requirements
Bidders must submit a prequalification questionnaire by April 24, 2025. The contract requires compliance with local business entity determinations for bidders seeking local bid preferences.
