PW Bid 2446 - Dissolved Air Flotation System Betterment at Northeast WPCP (GC)

Background
The City of Philadelphia's Water Department is issuing a solicitation for the Dissolved Air Flotation System Betterment project at the Northeast Water Pollution Control Plant.
This project aims to enhance the water treatment capabilities of the facility located at 3899 Richmond Street, Philadelphia, PA 19137.
The contract will involve both general construction and electrical work as part of the improvements to the existing system.

Work Details
The contract includes two main work categories: General Construction (Work No. 71097) and Electrical Work (Work No. 71155).
Specific tasks include:
- General Construction and Mechanical Work, including maintenance and janitorial services for the engineer's field office, concrete crack repair using epoxy injection method, concrete slab crack repair, concrete spall repair, anchor repair, concrete joint replacement, tank base rail repair, and miscellaneous work associated with unforeseen conditions.
- Electrical Work will encompass all necessary electrical installations as per the Electrical and Instrumentation Plans or specifications outlined in Division 16 and Division 17.
This includes contingent test pits for excavation as directed by the Engineer.

Period of Performance
The contract is expected to be completed within 1,278 calendar days from the date of the Notice to Proceed issued by the Chief Engineer.

Place of Performance
The work will be performed at the Northeast Water Pollution Control Plant located at 3899 Richmond Street, Philadelphia, PA 19137.

Bidder Requirements
Bidders must submit a prequalification questionnaire by April 24, 2025.
The contract requires compliance with local business entity determinations and M/W/DSBE participation goals of 15%-20% MBE and 10%-15% WBE for Bid No. 2446; and 12%-15% MBE and 10%-13% WBE for Bid No. 2447.
Bidders must also adhere to workforce diversity goals including specific percentages for African American, Asian, Hispanic journeypersons, and female apprentices.
