The PA Tourism and Signing Trust (PTST)(Trust) is requesting annual audit servicesfor the purpose of expressing an opinion on the Trust's financial statements via issuance of arecommendation letter to the Board of Trustees and preparation of the Internal Revenue Service(IRS) form 990. PennDOT is procuring the services on behalf of the Trust.
Background
The Pennsylvania Department of Transportation (PennDOT) is issuing this Invitation for Bids (IFB) on behalf of the Pennsylvania Tourism Signing Trust (PTST). The purpose of this contract is to procure annual audit services for the Trust's financial statements. The selected auditor will provide an opinion on the financial statements and prepare the Internal Revenue Service Form 990, along with recommendations for improving financial reporting.

Work Details
The contractor will be responsible for the following deliverables:

1. Completion of an audit of the PTST’s financial statements for the fiscal year ending August 31, in accordance with accounting standards generally accepted in the United States of America (1 audit annually).

2. Preparation and filing of the IRS Form 990 for each fiscal year ending August 31, to be submitted by January 15 of each year or as agreed upon by the PTST Business Manager (1 filing annually).

Period of Performance
The initial term of the contract shall be one (1) year, with potential renewals for up to four additional one-year terms, contingent upon written notice from the Trust prior to expiration.

Place of Performance
The services will be performed at locations designated by the Pennsylvania Tourism Signing Trust.
