The Department is seeking an Applicant to administer the Medical Assistance Transportation Program ("MATP") Services in Philadelphia County for the benefit of individuals eligible for Pennsylvania's Medical Assistance ( MA ) Program. The selected Applicant shall be responsible for programmatic and fiscally related services while ensuring the provision of non-emergency medical transportation to MA consumers in Philadelphia County, thus enabling them to access necessary medical services. Transportation modes may include but are not limited to taxicabs, vans, mini-buses, wheelchair vans, mileage reimbursement, paratransit, shared ride, fixed route, and transportation network companies.
Background
The Commonwealth of Pennsylvania's Department of Human Services is seeking an applicant to administer the Medical Assistance Transportation Program (MATP) Services in Philadelphia County. The goal of this contract is to provide non-emergency medical transportation (NEMT) for individuals eligible for Pennsylvania’s Medical Assistance (MA) Program, ensuring they can access necessary medical services. The selected applicant will be responsible for both programmatic and fiscal services related to the MATP.

Work Details
The selected applicant will coordinate various transportation modes for MA consumers in Philadelphia County, including taxicabs, vans, mini-buses, wheelchair vans, mileage reimbursement, paratransit, shared ride, fixed route, and transportation network companies. Specific responsibilities include:

1. Arranging appropriate and cost-effective transportation services to reduce no-shows for medical appointments.

2. Establishing a Customer Service Center staffed with trained specialists to assist MA consumers.

3. Performing gatekeeping and scheduling functions for transportation services.

4. Creating a network of transportation providers with multiple service options.

5. Ensuring technological capacity for efficient program administration.

6. Developing a complaint process in collaboration with the Department to address consumer issues.

7. Implementing policies to prevent fraud and abuse.

Period of Performance
The term of the agreement will commence on the Effective Date and will last for three years, with the possibility of extending for one additional two-year period based on performance.

Place of Performance
The contract will be performed in Philadelphia County, Pennsylvania.
