Background
The City of Philadelphia, through the Free Library of Philadelphia, is seeking to establish a requirements contract for lawn and landscaping services. The goal of this contract is to maintain the aesthetic and functional quality of the library's outdoor spaces across multiple locations in Philadelphia. The contract aims to ensure that the library grounds are well-kept and inviting for the community.

Work Details
The contractor will provide weekly lawn and landscaping maintenance for five neighborhood regions of the Free Library of Philadelphia, which includes:

1. Preparation and cultivation of landscape areas.
2. Shrub and ground cover replacements as determined after site evaluation with the Library Landscaping Manager.
3. Lawn mowing and landscaping according to site requirements.

Specific tasks include:
- Removing debris and leaves during each visit.
- Replacing and replanting shrubs and perennial plants with prior approval.
- Eliminating climbing weeds and vines from shrubs, trees, plant enclosures, and HVAC equipment.
- Removing woody weed trees from non-native landscape areas.
- Edging lawn areas adjacent to pathways or pavements.
- Monthly shrub trimming and pruning, including dead limb removal and post-flowering maintenance.
- Trimming, pruning, and shaping tree branches as required, ensuring thorough cleaning underneath shrubs.
- Conducting trash removal in maintained areas if necessary.
- Properly disposing of all debris, trimmings, and grass cuttings after maintenance.

Period of Performance
The contract will be effective from July 1, 2024, through October 31, 2024, with a resumption from April 1, 2025, to June 30, 2025. The contract may be renewed annually for up to three additional one-year periods at the sole option of the City.

The services will be performed at various locations throughout Philadelphia including but not limited to:

- Bustleton Library
- Fox Chase Library
- Holmesburg Library
- Katharine Drexel Library
- Lawncrest Library
- Torresdale Library in the Northeast region;
- Wyoming Library
- McPherson Square Library
- Richmond Library in the Central region;
- Falls of Schuylkill Library
- Oak Lane Library in the Northwest region;
- Wynnefield Library in the West region;
- Eastwick Library in the South region.
