Sealed bids will be received in the Office of the Westmoreland County Controller, 2 North Main Street, Suite 111, Greensburg, PA 15601, until 2:00 P.M. on March 5, 2024 for RFP-FORENSIC COMMUNITY SUPPORT PROGRAM SERVICES. Bids shall be publicly opened and read aloud at 2:15 P.M. that day in the Commissioners' Meeting Room #101. The County Commissioners reserve the right to reject any or all bids. An original and five copies of the complete Bid must be submitted in a sealed envelope, and addressed to the Westmoreland County Controller and clearly marked on the outside of the envelope with the Bidder's name and address and the designation: RFP- FORENSIC COMMUNITY SUPPORT PROGRAM SERVICES Late Proposals will not be accepted or considered. You must follow all instructions on the attached set of bid specifications. Failure to do so may result in your bid being disqualified.
Background
Westmoreland County Behavioral Health and Developmental Services (BH/DS) is currently seeking proposals from agencies interested in providing the services of a Forensic Community Support Program (FCSP). The Forensic Community Support Program will assist enrolled individuals in successfully transitioning from incarceration back into their communities and reestablishing healthy, fulfilled, and productive lives. The target population for this program includes adult residents of Westmoreland County (ages 18 years or older), who have behavioral health concerns and are currently involved in the criminal justice system.
This program will work closely with the legal system to provide essential services and case management to this population.

Work Details
The Forensic Community Support Program has two (2) components, with the initial phase serving individuals during their incarceration and the second providing community-based services to support their transition. During a period of incarceration, prison-based case managers and prison social workers will identify individuals who would benefit from these services, assess their needs, work with them to develop goals and a Service Plan with immediate and long-term action steps, as well as securing MA benefits to be active upon release.
The short-term action steps developed during incarceration will assist the individual in successfully reintegrating into their home community upon release. Secondly, the community component of the program will be implemented for individuals upon release from incarceration. This component will include working with enrolled individuals to implement their longer-term, community-based Service Plan goals. These goals may include securing stable and affordable housing, connection to education/vocational services, employment opportunities, referral to treatment services and supports, etc.

Period of Performance
The initial term of the contract is expected to begin on July 1, 2024, and is intended to be for an initial term of one year, with options for extending the contract for additional terms of one year at the sole discretion of the County. The final determination of extension options will be subject to available funding.

Place of Performance
The FCSP program staffing is expected to consist of one (1) full-time Mental Health Practitioner/Program Supervisor, five (5) full time Case Managers, one (1) full time Housing/Vocational Specialist, and one (1) full time Certified Peer Professional (CPS). This staff will be distributed across the spectrum of need for enrolled individuals who are incarcerated and those who are transitioning to the community.
Westmoreland County is expecting the awarded provider to have these services available to individuals in the County or State prison system as of July 1, 2024.
