EMS Promotional Items - 2025

Background
The City of Philadelphia's Procurement Department is seeking to procure promotional items for the Emergency Medical Services (EMS) Week, scheduled for May 18th through May 24th, 2024. The goal of this contract is to provide essential tools that will enhance the visibility and functionality of EMS personnel during emergency situations.

Work Details
The contract includes the following items:

1. **Foldable Emergency Response Multi-Function Trauma Shears**
- **Description**: Foldable trauma shears equipped with at least 6 basic tools including ring shears, rulers, belt shears, oxygen tank wrench, and glass breaker.
- **Construction**: Stainless-steel.
- **Dimensions**: Folded size no larger than 5.5” long and 2.5” wide; opened size no larger than 8.5” long and 3.5” wide.
- **Logo/Imprint**: PROEMS Logo laser etched or printed in either 1 color or full-color in one location.
- **Quantity**: 1000 units.
- **Shipping**: Delivery to the Philadelphia Regional Office of EMS within 51 days of winning bid.

2. **Emergency LED Road Flares**
- **Description**: LED road flares with 9 different LED lighting modes including SOS for emergency situations; features a super bright blue LED light for visibility, a hook for hanging, and a magnetic base for attachment to metallic surfaces.
- **Construction**: ABS plastic.
- **Dimensions**: 3 7/8" x 3 7/8" x 1 3/8".
- **Logo/Imprint**: PROEMS Logo silkscreen printed in one TBD color in one location.
- **Quantity**: 1000 units.
- **Shipping**: Delivery to the Philadelphia Regional Office of EMS within 26 days of winning bid.

Period of Performance
The contract will commence upon award. Delivery timelines are specified as follows: Foldable Trauma Shears within 51 days and LED Road Flares within 26 days after winning bid.

Place of Performance
Delivery is required at the Philadelphia Regional Office of EMS.

Bidder Requirements
Bidders must quote all items listed to be eligible for award. The total amount of the quote shall not exceed $40,000, which may be adjusted annually based on CPI-U increases. Bidders must also submit a signed Consent and Authorization Agreement prior to bid closing.
