Emergency Action Plan Software

Background
The Pennsylvania Emergency Management Agency (PEMA) is issuing this Request for Proposal (RFP) for the purpose of acquiring Emergency Action Plan Software.
The goal of this contract is to enhance the Commonwealth of Pennsylvania's emergency planning capabilities through a comprehensive software solution that meets specific agency requirements.

Work Details
The contract will involve the provision of Emergency Planning Software that must meet the following criteria:
1. Must comply with the Software Service Level Agreements as outlined in Appendix C.
2. Must adhere to the Enterprise IT Standards and Digital Accessibility Requirements.
3. Offerors are required to present a live demonstration of their proposed solution, showcasing its functionality in relation to the RFP requirements.
4. The selected Offeror must perform at least 50% of the total contract value or the largest percentage of work compared to its subcontractors.
5. Proposals must include a completed SDB (Small Diverse Business) participation submittal and VBE (Veteran Business Enterprise) participation submittal, with established goals of 14% for SDB and 3% for VBE participation.

Period of Performance
The term of the contract will commence on the Effective Date and will last for 10 years.
The Effective Date will be determined after the contract has been fully executed by both parties.
