RFQ CMGC North Portland Aquatic Center

Background
The City of Portland, through its Bureau of Parks & Recreation (PP&R), is seeking Statements of Qualifications (SOQ) for the North Portland Aquatic Center project. This initiative aims to enhance community access to indoor aquatic facilities, filling a service gap identified in the region. The project aligns with PP&R's mission to promote physical, mental, and social well-being among residents by providing safe recreational spaces.

The City is committed to equity and sustainability in its operations, seeking contractors who can contribute to these goals.

Work Details
The successful contractor will provide Construction Manager/General Contractor (CM/GC) services for the North Portland Aquatic Center, which will include:
- Construction of a new indoor Aquatic Center approximately 56,000 square feet in size.
- Features include:
- A natatorium with a 35-meter x 25-yard competitive/lap pool and a 6,000 square foot leisure/teaching pool.
- Locker rooms for the general public and competitive swimmers.
- All-user restrooms.
- Offices for operational staff and lifeguards.
- A public lobby serving as an entry and program space.
- Multi-purpose activity rooms for various public uses.
- Support spaces including pump rooms, chemical storage, IT and electrical rooms.
- Implementation of contemporary MEPF systems and equipment that meet energy codes and sustainability standards.
- Site construction elements such as parking areas, bike parking, exterior splash pads or water features, community art integration, and stormwater management facilities. The project must also incorporate green energy technologies as per Oregon’s regulations.

Period of Performance
The construction is expected to commence approximately two years after the award notification in Summer 2025, with a target completion date set for Summer 2029.

Place of Performance
The contract work will be performed at Northgate Park in Portland, Oregon.
