RFP for PCEF SP #3 - Home Energy Retrofits

Background
The City of Portland, Oregon is issuing this Request for Proposals (RFP) under the Portland Clean Energy Community Benefits Fund (PCEF) to manage Strategic Program 3 (SP 3), which focuses on Clean Energy Retrofits for Single Family Homes.

The PCEF aims to provide a consistent funding source for climate action projects that support environmental justice and benefit historically under-resourced communities. SP 3 is designed to deliver funds for 3,100 home energy retrofits over a five-year period, with an investment of $140 million starting in early 2025 and operating through June 2029. This initiative aligns with the City’s goal of achieving net-zero carbon emissions by 2050 and aims to improve energy efficiency, reduce greenhouse gas emissions, and enhance homeowner stability.

Work Details
The selected contractors will fulfill one or more roles:

1. Central Program Administrator (CA): Responsible for operations management including outreach, data management, customer qualification, contractor recruitment, workforce development initiatives, and financial reporting.

2. Customer Navigator Provider (CNP): Focused on outreach to PCEF priority populations, providing support and education to low-income households participating in retrofit projects.

3. Quality Assurance Provider (QAP): Ensures that home retrofits meet PCEF and Building Performance Institute (BPI) standards through project scope reviews and post-retrofit inspections.

Eligible households include owner-occupied homes with incomes at or below 150% of Area Median Income (AMI), renter-occupied homes below 80% AMI, small in-home childcare centers, and congregate housing. Upgrades will be classified as comprehensive or limited based on their impact on energy savings and emissions reduction. The program will also provide resources for workforce development and contractor training.

Period of Performance
The contract will commence in early 2025 and continue through June 2029.

The contract work will be performed within the City of Portland, Oregon.
