RFP for PCEF SP #10 - CAPACITY BUILDING

Background
The City of Portland, Oregon is issuing this Request for Proposals (RFP) to procure services in support of the Portland Clean Energy Community Benefits Fund (PCEF) Climate Investment Plan Strategic Program 10: Community-Based Organization (CBO) Capacity Building Program.

The goal is to enhance the organizational capacity and operational effectiveness of nonprofit CBOs engaged in climate-related work within Portland’s frontline communities. This initiative aims to address challenges faced by these organizations, such as limited resources and capacity constraints, by providing organizational development services.

PCEF seeks to partner with qualified proposers who have demonstrated experience in various service areas including Financial Management, Leadership, Strategic Planning, Human Resources, Technology and Data Management, and Project Planning.

Work Details
The RFP seeks to award multiple price agreements for the following service categories:

1. Financial Management Services: Support nonprofit organizations in building financial systems for transparency and accountability, including budget development, expense tracking, and financial reporting.

2. Leadership, Strategic Planning, and Human Resources Services: Assist organizations with leadership development, strategic planning, policy development, board operations enhancement, executive coaching, and recruitment strategies.

3. Technology and Data Management Services: Help organizations implement effective technology and data systems that improve operations and efficiency.

4. Project Planning, Reporting, and Storytelling: Guide organizations in project planning processes to achieve better outcomes through clear project plans with timelines and metrics tracking.

Period of Performance
The contract will be performed over a period of five years as part of the Strategic Program 10 initiative.

Place of Performance
The services will be performed within the City of Portland, Oregon.
