RAC Facilitator ?? Division 85 Rulemaking OAR 141-085

Background
The Oregon Department of State Lands (DSL) is responsible for protecting the state's waters. Recognizing that the conservation and best use of these resources are vital to public health, safety, and welfare, the DSL oversees the removal or placement of materials in state waters through a removal-fill permit program. This contract aims to facilitate meetings for a Rules Advisory Committee (RAC) that will consider revisions to rules regarding the issuance and enforcement of removal-fill authorizations within Oregon's waters and wetlands, as outlined in OAR 141-085.

Work Details
The contractor will provide professional facilitation and administrative services for the DSL's Rules Advisory Committee meetings. Key tasks include:

- Conducting half-hour interviews with RAC members prior to the first meeting.
- Facilitating up to six 3-hour virtual RAC meetings.
- Coordinating up to six 1-hour pre-meeting preparation sessions with the DSL rulemaking team.
- Distributing meeting materials and summaries.
- Taking notes during each meeting.
- Providing written summaries of each meeting.
- Conducting up to 12 hours of additional online or phone meetings with the DSL rulemaking team or RAC members.

Payment will be delivered after each RAC meeting, which will be conducted via Zoom or Microsoft Teams.

Period of Performance
The contract period begins upon execution and includes a series of RAC meetings scheduled from March 12, 2025, through August 6, 2025. The actual schedule may vary based on discussions and additional review requirements.

Place of Performance
Meetings will be conducted virtually, with participants potentially located throughout Oregon.
