Background
Multnomah County (MultCo) is seeking a Supplier to provide comprehensive mail services for its agencies. The mission of the County's Distribution Services is to ensure cost-effective distribution and mailing services while balancing the needs of direct customers and taxpayers. This contract aims to enhance the efficiency of mail processing and delivery, ensuring compliance with U.S. Postal Service standards.

Work Details
The Supplier will provide a range of services including: folding, inserting, addressing, metering, barcoding, presorting, banding, traying, and other related services for all MultCo programs except the Elections Division. The Supplier will be responsible for processing and delivering eligible first-class mail to the U.S. Postal Service as directed by MultCo. Specific tasks include:

- Mail pickup and delivery within the Portland Metropolitan Area.
- Processing First Class Permit Mail and Standard Mail.
- Ensuring maximum postage discounts are utilized.
- Compliance with U.S. Postal Service mailing and automation requirements.
- Handling various annual projects for the Division of Assessment, Recording and Taxation (DART), including printing and mailing tax bills with specific quantities and deadlines.

Period of Performance
The contract term shall be for a maximum of five (5) years from the date of award.

Place of Performance
Services will primarily be performed within the Portland Metropolitan Area, specifically at MultCo Distribution Center located at 401 North Dixon Street, Portland, OR 97227.
