Background
The City of Portland, Oregon is issuing this Request for Proposals (RFP) under the Portland Clean Energy Community Benefits Fund (PCEF), which operates under the Bureau of Planning and Sustainability.

The PCEF was established to fund community-led climate action projects that support environmental justice. This RFP seeks qualified contractors to implement the Comprehensive E-Bike Access and Support program, part of the Climate Investment Plan (CIP). The program aims to provide a minimum of 6,000 e-bikes over five years, focusing on low- and medium-income Portlanders while also addressing charging and storage solutions in multifamily buildings.

Work Details
The RFP encompasses five service areas:
1) Central Program Administrator - responsible for overall program coordination, community engagement, and compliance;
2) Rebate Payment and Application Processing - managing voucher approval and payment systems;
3) E-bike Mechanic/Technician Training Initiative Administrator - developing training programs for technicians;
4) Multifamily E-bike Charging and Storage Initiative Administrator - assessing and implementing charging solutions;
5) Strategic Program Third-Party Evaluator - analyzing program effectiveness. Each contractor will collaborate closely with PCEF staff to ensure successful implementation.

Period of Performance
The contract will be performed over a five-year period, starting as soon as contracts are executed.

Place of Performance
The services will be performed within the City of Portland, Oregon.
