Non-Destructive Water Main Condition Assessment and Leak Detection

Background
The City of Portland, Oregon, through its Water Bureau (PWB), is issuing this Request for Proposals (RFP) to seek qualified proposers with demonstrated experience in Non-Destructive Water Main Condition Assessment and Leak Detection.

The primary mission of the PWB is to provide reliable potable water service to the City and surrounding communities. This project aims to assess the condition of several water mains to determine their remaining average wall thickness and identify any leaks, thereby informing future maintenance and renewal investments.

Work Details
The successful proposer will be responsible for providing all materials, labor, and equipment necessary to conduct a non-destructive water main condition assessment and leak detection. The work includes:
1) Assessing the remaining wall thickness of water mains;
2) Detecting locations and magnitudes of leaks;
3) Preparing access points as directed by the proposer;
4) Conducting all necessary operations related to the water system.

The project may extend to additional mains based on initial performance. Sustainability considerations include submitting deliverables electronically whenever possible and adhering to green meeting best practices.

Period of Performance
The contract is expected to commence in April 2025, following a finalized contract in February/March 2025. The estimated timeline for proposal submission is from December 27, 2024, with proposals due by January 31, 2025.

Place of Performance
The work will be performed within the City of Portland, Oregon.
