Background
The Mid-Willamette Valley Community Action Agency (MWVCAA) is a State and Federally funded non-profit organization that aims to provide support and services to community members in need.

The ARCHES Project is a program under MWVCAA focused on creating transitional shelters for veterans and other qualifying individuals. This solicitation seeks qualified contractors to provide general construction services at three sheltering sites in Salem, Oregon, which were formerly motels being renovated into transitional housing.

Work Details
The contractor will perform various construction services on an 'on-call' basis across three sites: ARCHES Inn, ARCHES Lodge, and ARCHES Nest. The specific services include:

1. Drywall Repair - Inspect and repair damaged drywall, ensuring proper patching and finishing.
2. Toilet Flange Replacement - Demo existing flanges and install new ones with proper alignment.
3. Installation of Door Kick Plates - Install kick plates on designated doors securely.
4. Cedar Fence Installation - Install new cedar fencing with secure posts and aligned panels.
5. Lighting Installation - Install new lighting fixtures with proper wiring and connections.
6. Subfloor Repair - Inspect and repair damaged subflooring, replacing or reinforcing as needed.
7. Water Leak Repair - Identify and repair leaks, replacing damaged materials as necessary.
8. Painting - Prepare surfaces for painting and apply paint for a clean finish.
9. HVAC Ductwork Repair - Inspect ductwork for damage or leaks and repair as needed.
10. Packaged Terminal Air Conditioner (PTAC) Replacement - Remove old PTAC units and install new ones, ensuring proper operation post-installation.
11. Mold Repair - Inspect for mold growth, remove affected materials, and treat surfaces to prevent future growth.
12. Concrete Work - Perform non-structural pourbacks and sidewalk repairs.
13. Project Oversight & Coordination - Provide supervision to ensure compliance with project specifications, timelines, budgets, conduct inspections, and communicate with the Program Director.

Period of Performance
The majority of the work is expected to be completed over the next 3 months, with additional work potentially requested over the following 9 months, concluding by December 31, 2025.

Place of Performance
The contract will be performed at three locations in Salem, Oregon: ARCHES Inn (1288 Hawthorne Ave NE), ARCHES Lodge (1875 Fisher Rd NE), and ARCHES Nest (2933 Center St NE).
