MWVCAA is seeking general contractors for our Weatherization Program

Background
The Mid-Willamette Valley Community Action Agency Inc. (MWVCAA) is a non-profit organization that administers a Weatherization Assistance Program funded by the U.S. Department of Energy. This program aims to provide weatherization services to income-eligible households in Marion and Polk Counties, prioritizing assistance for the elderly, individuals with disabilities, and families with children under 18.

The goal of this contract is to engage licensed and insured general contractors to perform various weatherization measures that enhance energy efficiency and ensure the health and safety of residents.

Work Details
Contractors will provide weatherization services including, but not limited to: installation of insulation in walls, ducts, floors, and attics; sealing ducts; mitigating air infiltration; reducing electric base load consumption; installing or replacing ventilation systems; replacing windows; installing EPDM roofs; tuning, repairing, or replacing heating systems.

Work will be performed according to MWVCAA's Standard Weatherization Work Specifications and local building codes. Contractors must accept all issued jobs within Marion and Polk Counties on an 'as needed' basis.

Period of Performance
The initial contract period is two years with options for two one-year extensions based on contractor performance and program compliance.

Place of Performance
The work will be performed in Marion and Polk Counties, Oregon.

Bidder Requirements
Contractors must be licensed with the State of Oregon, bonded, properly insured, and registered with the Construction Contractors Board (CCB). They must maintain a Lead Renovators license and comply with all applicable procurement provisions. Minority-owned, women-owned, and veteran-owned businesses are encouraged to apply.
