Homeless Management Information System (HMIS) Software Solution

Background
Multnomah County is seeking a vendor-hosted Homeless Management Information System (HMIS) solution to support a large and complex homelessness response system across Clackamas, Multnomah, and Washington Counties.

The HMIS will facilitate the coordination of services for individuals experiencing homelessness and will be used by service providers, county staff, and community members. This initiative is part of a broader effort to address homelessness in the Tri-County area, where over 7,480 individuals were reported as experiencing homelessness in 2023. The HMIS is recognized as a key tool for monitoring and reporting progress towards addressing homelessness.

Work Details
The contract includes the provision of a comprehensive HMIS that supports various functionalities necessary for modern homelessness response systems. Key features include:
- A single HMIS instance that can be partitioned but connected between the three counties.
- Support for multiple activities such as Street Outreach, Day Centers, Temporary Shelters, Coordinated Entry Assessments, Housing Prioritization/Matching/Placement, Case Management, Inventory Management, Fund Management, and Reporting & Analytics.
- Compliance with HUD data collection and reporting standards.
- Implementation of a Comparable Site for Victim Services Providers (VSPs) that maintains confidentiality in accordance with the Violence Against Women Act (VAWA).
- The system must be a pre-existing cloud-hosted Commercial Off-The-Shelf (COTS) or Software as a Service (SaaS) solution.
- Technical requirements include accessibility standards (WCAG Level AA), mobile optimization, GIS capabilities, and robust data access tools including ETL processes.

Period of Performance
The contract period will be negotiated at the time of award and will depend on the product and/or services provided.

Place of Performance
The services will be performed across Clackamas, Multnomah, and Washington Counties in Oregon.
