Background
The City of Portland, through its Bureau of Police and Portland Fire & Rescue, requires emergency property damage response services to secure vacant buildings and prevent unauthorized entry after incidents such as fires or other emergencies.

The goal is to ensure public safety and protect properties until the responsible parties can be contacted.

Work Details
The contractor will provide on-call labor, equipment, and materials for emergency board-up services on a 24/7 basis.

This includes securing windows and doors on multiple levels, installing building structure support after vehicle accidents, and providing durable board-up services for sensitive locations like drug laboratories.

The contractor must respond within one hour of a call, furnish all necessary tools (including battery-operated equipment), and maintain communication with city representatives during service calls.

Standard board-up work involves using 3/8" CDX plywood secured with screws for openings up to 4' x 8'. Additional tasks may include fencing repairs and clean-up of debris post-service.

Period of Performance
The contract will commence upon award and is expected to last through September 2029, with an option for extension up to ten years total.

Place of Performance
Services will be performed throughout the City of Portland, Oregon.
