RESTRICTION: ONLY EDUCATION SERVICE DISTRICTS AND SCHOOL DISTRICTS ARE ELIGIBLE TO APPLY.
Background
The Early Intervention/Early Childhood Special Education (EI/ECSE) program is issued by the relevant educational authority to enhance the educational outcomes for children with special needs. The program aims to provide necessary services and support to eligible children and their families, ensuring equitable access to quality early childhood education. Only Education Service Districts and School Districts are eligible to apply for this grant.

Work Details
The contract requires the provision of comprehensive early intervention services, including but not limited to:

1. Staff Recruitment and Retention: Identify hard-to-fill positions and implement strategies for staffing.

2. Governance Structure: Establish a Local Interagency Coordinating Council (LICC) to promote equity and inclusion.

3. Service Area Coverage: Ensure services are provided throughout the designated service area with supporting MOUs or agreements.

4. Communication & Collaboration: Develop a plan for engaging local community partners and families.

5. Child Find Obligations: Create a plan for locating, referring, and evaluating eligible children, including outreach strategies to underserved communities.

6. Inclusion Practices: Increase inclusionary practices across all settings for all students.

7. Cultural Responsiveness: Address the unique cultural needs of the service region while reducing barriers to Free Appropriate Public Education (FAPE).

8. State and Local Partnerships: Partner with various agencies and establish MOUs for collaborative efforts in service delivery.

9. Additional Programming: Describe any additional early childhood programs offered beyond EI/ECSE, including goals and activities.

Period of Performance
The contract is expected to be performed during the 2025-27 biennium, with specific timelines outlined in the grant agreement.

Services will be provided across various counties in Oregon as specified in the application, covering multiple regions including Baker, Umatilla, Grant, Union, Malheur, Wallowa, Crook, Jefferson, Deschutes, Sherman, Gilliam, Wheeler, Harney, Douglas, Jackson, Josephine, Klamath, Lake, Benton, Coos, Curry, Lincoln, Linn, Marion, Polk, Yamhill, Hood River, Multnomah, Wasco, Lane, Clatsop, Columbia, Tillamook, Washington.
