Strategic Planning Consultant RFP

Background
The Office of Management and Enterprise Services (OMES), Central Purchasing Division, is seeking responses on behalf of the Oklahoma Department of Commerce to procure contractor support for strategic planning and economic development for the State of Oklahoma.

The goal is to develop actionable strategies that engage both private and public sector capital to enhance regional economic development, industrial site development, and infrastructure and housing development.

Work Details
The consultant will report to the CEO of the Oklahoma Department of Commerce and will be responsible for identifying a proposed methodology that aligns with the agency's mission and goals.

Key tasks include:
- Conducting a background assessment of existing tools and initiatives related to state competitiveness.
- Recommending business retention and diversification strategies based on stakeholder input.
- Evaluating workforce conditions, talent gaps, and future needs by sector.
- Identifying strategies for infrastructure and housing development to meet regional demands.
- Proposing Public/Private Partnership (P3) models for economic development plans.
- Establishing an Economic Development Plan that addresses unique regional challenges while being replicable across other sites in Oklahoma.

Deliverables must be actionable strategies intended for incorporation into the agency's strategic plan.

Period of Performance
The contract is expected to guide collaboration between the CORE and EDGE divisions from 2025 to 2030.

Place of Performance
The services will be performed within the State of Oklahoma, focusing on various regions as identified by the Oklahoma Department of Commerce.
