Phase II Environmental Site Assessment

Background
The Chickasaw Nation Environmental Services Division is seeking bids from qualified environmental contractors to conduct a Limited Phase II Environmental Site Assessment (ESA) at the MCCL 027 Riverside Mining site in McClain County, Oklahoma. This assessment aims to confirm or refute the presence of Recognized Environmental Conditions (RECs) identified during a previous Phase I ESA at two oil well locations.

The purpose of the Phase II ESA is to collect and analyze soil samples to determine if hazardous substances have been released, in accordance with the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). The findings will assist in landowner liability protections and inform future site management decisions.

Work Details
The contractor will be responsible for conducting limited soil sampling at two former oil well locations identified in the Phase I ESA as having RECs. Specific tasks include:
1. Collecting at least one background soil sample from an area unaffected by contamination for baseline comparison data.
2. Confirming the presence or absence of suspected contaminants in specified areas.
3. Assessing the extent and severity of any identified spills or contamination.
4. Preparing and submitting a comprehensive report that includes lab findings, analysis, interpretation of results, and recommendations for further action if necessary.

Note that no surface water samples are required, and drilling to groundwater is not currently needed but may be requested based on soil sampling results indicating potential vertical migration of contaminants.

Period of Performance
The contract work is expected to commence upon award and must be completed by March 27, 2025.

Place of Performance
The work will be performed at the MCCL 027 Riverside Mining site located in McClain County, Oklahoma.
