The Oklahoma Conservation Commission is conducting a study to assess the impact of cedar tree removal on water conservation. This initiative is part of the Terry Peach Cedar Project, which aims to demonstrate how cedar eradication can enhance water savings. The project will involve monitoring soil moisture over time to evaluate various treatment methods related to cedar removal, thereby optimizing restoration strategies for improved ecosystem services.

Work Details
The awarded vendor must provide and install all necessary equipment and software for the soil moisture monitoring systems at nine sites, each with treatment and control areas. Specific requirements include:

- Eighteen (18) multi-depth soil moisture sensors capable of measuring soil moisture at multiple depths (minimum of four levels up to 60 centimeters).
- Sixteen (16) data loggers/transmitters compatible with the sensors for remote data retrieval, supporting AT&T and Verizon cell coverage.
- Data subscriptions included in the service package for uninterrupted access.
- Loggers/transmitters must connect a minimum of two soil probes and maintain a distance of 75 meters from probes, with weather-resistant designs.
- Soil probes must have temperature recording capabilities for the sensor closest to the surface.
- Specialized tools for installation and maintenance must be included.
- A comprehensive suite of support services for diagnostics and issue resolution during usage is required.

Period of Performance
The contract performance period is expected to begin upon award and continue through the duration necessary to complete the study, with specific timelines outlined in the bid response.
