MISSION & GUIDING PRINCIPLES The mission of the Ohio Department of Mental Health and Addiction Services (OhioMHAS) is to provide statewide leadership of a high-quality mental health and addiction prevention, treatment and recovery system that is effective and valued by all Ohioans. OhioMHAS strives to be a national leader in implementing a comprehensive, accessible, and quality-focused system of addiction and mental health care and wellness for all Ohio citizens. PURPOSE The Ohio Department of Mental Health and Addiction Services (OhioMHAS) is seeking proposals from qualified contractors to provide secure patient transportation to medical appointments for our patients in the Regional Psychiatric Hospital facilities. The secure transportation organization shall also supervise the offsite medical visit. BACKGROUND OhioMHAS consists of six regional psychiartic hospitals (RPH) located throughout the state of Ohio. Each of these locations house patients that need secure transportation to medical appointments. The names and addresses of our six RPH's are:Appalachian Behavioral Health (ABH)100 Hospital Dr,Athens, OH 45701Summit Behavioral Health (SBH)1101 Summit Rd,Cincinnati, OH 45237Central Ohio Behavioral Health (COBH)2200 W. Broad StColumbus, OH 43223Heartland Behavioral Health (HBH)3000 Erie St. S.,Massillon, OH 44646Northcoast Behavioral Health (NBH)1756 Sagamore Rd,Northfield, OH 44067Northwest Ohio Behavioral Hospital (NOBH)930 S. Detroit Ave,Toledo, OH 43614 SCOPE OF WORK AND DELIVERABLES This nonemergency transportation will be for patients to ensure they have access to prevention, and treatment services for outside specialty consultants. Patients with a primary psychiatric illness need access to dentistry, podiatry, Ob/Gyn, oncology, Endocrine, Neurological, and other subspecialities to ensure holistic care. The RFP will be a state-wide contact that allows trained individuals to manage the safe transport and supervision of patients leaving and retuning from our facilities to mitigate the risk for elopement, self-harm, and harm to others. The secure transportation company will need to meet the following requirements: Patients will be transported to and from Regional Psychiatric Hospitals to an outside appointment to prevent safety risks such as elopement, violence, and or protection from self-harm as needed. The secure transport services company will follow all pertinent state and federal regulations pertaining to OhioMHAS facilities as well as existing standards that impact the state hospital system. The secure transport services company will be staffed by individuals equipped with the knowledge and training for safe and secure transportation of behavioral health patients. Staff will be competent in the use of equipment, follow protocols to safely transport of patients, and supervise offsite medical visits. MINIMUM QUALIFICATIONS OF CONTRACTOR Successful applicants will need to demonstrate they meet the following requirements: Minimum of three years providing secure/safe patient transportation from one health care facility to medical appointments Minimum of three years' experience of providing supervision of patients at medical appointments Training protocols of staff providing the service. Contractor shall not be subject to an unresolved finding for recovery under Section 9.24 of Ohio Revised Code.

OhioMHAS is seeking proposals from qualified contractors to provide secure patient transportation for patients in Regional Psychiatric Hospital facilities to ensure they have access to necessary medical appointments.

Work Details
The contractor will provide secure non-emergency transportation services for patients from six Regional Psychiatric Hospitals located throughout Ohio. The services include:

- Transporting patients to various medical appointments (dentistry, podiatry, Ob/Gyn, oncology, endocrine, neurological specialties) while ensuring safety against elopement and self-harm.
- Supervising offsite medical visits.
- Complying with all relevant state and federal regulations.
- Employing trained staff knowledgeable in safe transportation protocols.
- Managing the safe return of patients to the facilities.

The contractor must demonstrate a minimum of three years of experience in secure patient transportation and supervision at medical appointments.

Period of Performance
The contract will be effective from November 1, 2024, through June 30, 2025.

Place of Performance
Services will be performed at various locations across Ohio, specifically involving transport from the six Regional Psychiatric Hospitals: Appalachian Behavioral Health (Athens), Summit Behavioral Health (Cincinnati), Central Ohio Behavioral Health (Columbus), Heartland Behavioral Health (Massillon), Northcoast Behavioral Health (Northfield), and Northwest Ohio Behavioral Hospital (Toledo).
