RFP General Aviation/Fixed Base Operation Services - Lorain County Airport

Background
The Lorain County Commissioners are seeking proposals for Fixed Base Operator (FBO) services at the Lorain County Regional Airport (LCRA), a general aviation airport located in Elyria, Ohio. The mission of the County is to enhance aviation services and support economic growth in the region. The goal of this contract is to provide high-quality FBO services that cater to general aviation customers while ensuring compliance with federal, state, and local regulations.

Work Details
The selected FBO will be responsible for a range of services including:

- Aircraft fueling with 100LL and Jet A using County-owned facilities, including maintenance and inspections.
- Providing mobile re-fueling vehicles as needed.
- Oil dispensing and aircraft maintenance (airframe and power plant).
- Management of ramp and tie-down spaces, including aircraft parking.
- Employment of certified personnel for satisfactory service delivery.
- Annual fire extinguisher training per FAA requirements.
- Clerical and administrative services for tenant requests and billing.
- Management of courtesy vehicles and rental car options for visitors.
- Daily airfield inspections for safety compliance.
- Maintenance of an internet web page listing services linked to the County's website.
- Minimum operational hours of 14 hours per day, seven days a week or an alternate approved schedule.

Optional services may include aircraft rental, sales, avionics repair, flight instruction, specialized maintenance, and aerial surveying/photography.

Period of Performance
The anticipated term of the agreement for FBO services will be five (5) years with an option for a five (5) year renewal upon approval by the Airport Board and Commissioners.

Place of Performance
The contract will be performed at Lorain County Regional Airport located at 44050 Russia Road, Elyria, OH 44035.
