The City of Columbus Department of Development (hereinafter City ), Housing Division is seeking the submission of bids from license radon companies to perform the full scope of radon testing, mitigation and post mitigation testing in accordance with U.S. Department of Housing and Urban Development (HUD), U.S Environment Protection Agency Standards or Practice, State of Ohio, and City of Columbus regulations for the Department's Lead Safe Columbus Program. The City seeks to contract with multiple companies to provide these services. The Contract period shall run from the date of approval of the purchase order to December 31, 2025, with an option to renew each year until December 31, 2029. A Contract review will be conducted by each October, by both the City ad the Contractor, to determine if the Contract shall be renewed. The City may have up to 212 housing units for which these services will be required through 2029. The City cannot guarantee nor predetermine the number of units each company will be assigned.
Background
The City of Columbus Department of Development, specifically the Housing Division, is seeking bids from licensed radon companies to conduct comprehensive radon testing, mitigation, and post-mitigation testing. This initiative is part of the Lead Safe Columbus Program, funded by the U.S. Department of Housing and Urban Development (HUD) through the Lead Hazard Reduction Demonstration Grant Program. The program aims to ensure safe housing for households with incomes up to 80% of the Area Median Income (AMI).

Work Details
The contractor will perform all services in accordance with HUD Office of Lead Hazard Control Healthy Homes Program requirements, Ohio Revised Code Section 3723.02, Ohio Administrative Code Chapter 3701-69, ANSI/AARST Radon Standards, and EPA regulations. Services include:

1. Conducting radon testing within 14 calendar days upon request from the City.
2. Providing a radon testing report with mitigation recommendations within 21 calendar days of testing.
3. Installing a radon mitigation system within 14 calendar days of request if radon levels are 4.0 pCi/l or greater.
4. Conducting post-mitigation testing to confirm effectiveness within 14 calendar days after system installation.

Period of Performance
The contract period will commence upon approval of the purchase order and will run until December 31, 2025, with options for annual renewal until December 31, 2029.

Place of Performance
Services will be performed at various housing units located in Columbus, Ohio, as determined by the City.
