BACKGROUND: The purpose of this Invitation To Bid (ITB) is to obtain a contractor to provide Long-Range Acoustic Device (LRAD 450XL) System. This system will allow the Ohio State Highway Patrol (OSHP) Special Resonse Team (SRT) to provide loud, and pre-recorded, audible orders. The LRAD system will be installed on OSHP armored vehicle (BEAR). Currently, the BEAR vehicles are equipped with PA systems, but these get drowned out in times of great disruption and they have limited range. The LRAD 450XL is significantly louder and clearer allowing for commands to be heard without distortion. The goal of using the LRAD system is to clearly communicate a message to a group or individual in a structure or in a large area when they can't hear other methods of communication. This would help improve the safety of the officers involved as well as the subject/s we are communicating with.
Background
The Ohio State Highway Patrol (OSHP) is seeking to enhance its communication capabilities for the Special Response Team (SRT) through the procurement of a Long-Range Acoustic Device (LRAD 450XL) System.

The purpose of this Invitation To Bid (ITB) is to obtain a contractor who can provide this system, which will allow the SRT to deliver loud and pre-recorded audible orders effectively, especially in situations where traditional PA systems are inadequate due to noise and distance.

Work Details
The contractor will supply the following items as part of the LRAD 450XL System:
1. LRAD 450XL, Black, SS Connectors - (450XL-BLK) x 1
2. Leno Bearcat Cables – (BCWIRE218) x 1
3. Power Pack with Charger, 24VDC, 21AH – (24V-PACK) x 1
4. Magnetic Mount for 300X/450XL – (450XL-MNT-MAG) x 1
5. Vacuum Mount for 300X/450XL – (450XL-MNT-VAC) x 1
6. Wireless Kit for LRAD-X, CH14, USA & Canada – (WIRELESS-CU-CH14) x 1

All products must comply with Berry Amendment and TAA requirements and come with standard commercial packaging and a one-year warranty.

The lead time for delivery is estimated at 12-16 weeks after receipt of order.

Period of Performance
The contract will be effective from the receipt of a purchase order through June 30 of the year specified in the contract agreement.

If necessary, it may be renewed upon mutual agreement but cannot exceed twenty-four months.

Place of Performance
The products will be delivered to the Ohio Department of Public Safety as specified in the purchase order issued by the participating agency.
