Description

The City seeks to contract with multiple State of Ohio licensed lead abatement contractors under this solicitation. Assignment of work will be done with consideration for the needs of the City and its residential property owners. The total amount of funds budgeted and available under this solicitation for the term of the grant 2024-2028 is approximately $4,664,000.00. The Contract period shall run from the date of approval of the purchase order to December 31, 2025, with an option to renew each year until December 31, 2028. A Contract review will be conducted by each October, by both the City and the Contractor, to determine if the Contract shall be renewed. The City may have up to 212 housing units for which these services will be required through 2028. The City cannot guarantee nor predetermine the number of units each company will be assigned.
Background
The City of Columbus, through its Department of Development, is seeking to contract with multiple State of Ohio licensed lead abatement contractors as part of the Lead Safe Columbus Program. This initiative aims to perform lead hazard control and healthy home repairs in residential properties within Columbus. The program is funded by the U.S. Department of Housing and Urban Development (HUD) and is designed to generate lead-safe affordable housing to prevent lead poisoning among children and adults in the community.

The total budget for this solicitation is approximately $4,664,000 for the grant period from 2024 to 2028.

Work Details
Contractors will be responsible for performing lead-safe renovations according to HUD's 2012 Lead Safe Guidelines. Services include but are not limited to:
- Roof replacements
- Framing work
- Installation of gutters/downspouts
- Porch structure repairs
- Window replacements (Energy Star rated)
- Exterior door installations (Energy Star rated)

All work must comply with applicable federal, state, and local laws regarding safety and hazardous waste disposal. Contractors will receive work orders via email from the Housing Division and must coordinate with homeowners for inspections and quotes. Payment will only be made after approved inspections are completed.

Period of Performance
The contract period runs from the date of purchase order approval until December 31, 2025, with options for annual renewals until December 31, 2028.

Place of Performance
The services will be performed within the city limits of Columbus, Ohio.
