Background
The Greater Cincinnati Water Works (GCWW) is an Ohio Public Water System (PWS) that operates two water treatment plants: the Richard Miller Treatment Plant (RMTP) and the Charles M. Bolton Treatment Plant (CMBP or Bolton). GCWW serves drinking water to over 1.1 million people daily throughout southwest Ohio and portions of Northern Kentucky. The CMBP is located in Fairfield, Butler County, Ohio. CMBP is rated to produce a maximum of 40 million gallons per day (MGD) and has a daily average production of 14 MGD which accounts for approximately 12 percent of GCWWs daily production.
The goal of the services required is to first establish GAC treatment criteria necessary for PFAS removal, then determine how those criteria will be used to implement full-scale treatment at the Bolton Plant.

Work Details
GCWW is seeking proposals from experienced firms to assist with a pilot demonstration study to simulate GAC PFAS treatment in anticipation of full-scale implementation, and perform a written Preliminary Engineering Report that provides narrative descriptions, analyses, drawings, images, tables, etc., for various options related to the implementation of GAC treatment at the Bolton Plant.
The services include performing an initial assessment of the current water quality and operational processes at the Bolton Plant, providing recommendations for pilot demonstration study operating conditions, developing and submitting a demonstration study plan to the Ohio EPA for approval according to Ohio EPA PFAS Treatment Guidance, selecting and purchasing pilot demonstration study media column skid for GAC adsorption testing, assisting with installation and startup of pilot demonstration study equipment, collecting and analyzing pilot study data, preparing demonstration study final report including findings, conclusions, and recommendations.
Additionally, it includes performing an analysis of the existing facility & identifying critical features and limitations of the facility related to implementation of a new treatment process, determining & evaluating alternatives for the implementation of the new treatment facility, providing an AACE Class 4 Cost Estimate, providing recommended implementation plan & schedule.

Period of Performance
The term of this Agreement shall commence on the effective date of the Agreement. Delivery of associated services is expected to be complete within three hundred sixty-five (365) calendar days of the contract signing.

Place of Performance
The services will be performed at the Charles M. Bolton Water Treatment Plant located at 6800 E River Road Fairfield, OH 45014.
