The purpose of this RFP is to solicit proposals for a qualified Contractor to provide a learning management system (LMS) that meets the needs of the Agency and the Ohio Central School System (OCSS).The Ohio Central School System consists of 28 schools within the State prison system, currently with 1,115 re-useable LMS seats which includes high school, career enhancement, and life skills students. OCSS also created a reentry course to support students as they transition back into their communities. In educating students, OCSS supplements life skills and career enhancement abilities, as well as reduce recidivism. The Agency already has Google Classroom and seeks a new LMS to integrate with it. Currently the Agency has approximately 10,000 Google Classroom licenses.OCSS seeks to further refine its LMS offering to meet the evolving needs and challenges of the education system.If there is a need for technical support during your proposal submission in the last 48 hours prior to the submissions, contact 614-466-5090. Background
The State of Ohio, through the Department of Administrative Services, Office of Procurement Services, is issuing this Request for Proposals (RFP) on behalf of the Department of Rehabilitation and Correction.

The Ohio Central School System (OCSS) aims to provide quality educational opportunities to incarcerated individuals. The mission of the Agency is to reduce recidivism among those it serves. OCSS consists of 28 schools within the State prison system, currently with 1,115 re-usable Learning Management System (LMS) seats for high school, career enhancement, and life skills students.

The Agency seeks a new LMS that integrates with its existing Google Classroom platform to further refine its educational offerings and meet evolving needs.

Work Details
The Contractor must provide a comprehensive LMS solution that includes:
1. Implementation and integration with Google Classroom.
2. A user-friendly interface for homework submission, grading, and commenting.
3. Ability to onboard/offboard students and manage elective courses.
4. Compliance with ADA standards.
5. Administrative features for user management including enrollment and role designation.
6. Course design capabilities that align with at least 75% of the Ohio Academic Content Standards across various subjects.
7. Content delivery in multiple languages including English and Spanish, with accommodations for lower reading levels.
8. Assessment tools for educators to grade submissions and manage student interactions.
9. Reporting capabilities for tracking student progress and class engagement.
10. Security measures including context-aware access restricted by IP addresses.

Period of Performance
The contract term will commence upon award and will continue through June 30, 2030, with potential renewals at the discretion of the State.

Place of Performance
The services will be performed within the State of Ohio across various correctional facilities where OCSS operates.
