DAS is seeking to establish a Solid Chemical Water Treatment for DAS-managed government office buildings throughout the state. The Office of Properties and Facilities (OPF) has centralized heating & cooling systems that provide year-round services MANDATORY SITE VISITA mandatory site visit will be held on the dates and times listed in Table 1, at the locations listed in Table 1 to survey the facility and discuss the requirements of the solicitation. The site visit will commence promptly at time(s) listed in Table 1, barring an unforeseen circumstance that results in a delay of the site visit. Attendance will be taken. The state will not be responsible to a supplier for their failure to obtain information discussed during the site visit due to their arriving after the site visit has convened. Suppliers who fail to attend all the mandatory site visit will be deemed not responsive. Please contact Jennifer Dammeyer by noon, on 02/24/25 at jennifer.dammeyer@das.ohio.gov during regular business hours to make arrangements for authorization to enter the facility.
Background
The State of Ohio, through the Department of Administrative Services (DAS), is seeking to establish a contract for Solid Chemical Water Treatment for government office buildings managed by DAS.

The Office of Properties and Facilities (OPF) operates centralized heating and cooling systems that provide year-round services to various state facilities. The goal of this contract is to enhance water treatment processes while ensuring safety and compliance with environmental regulations.

Work Details
The contractor will provide solid water treatment chemicals, which must significantly reduce space and weight for shipping, handling, and storage. The services include:
- Professional water treatment services including inspection, chemical analysis, testing, treatment, and provision of solid water treatment chemicals and test kits.
- Monthly service visits for chemical treatment inspection.
- Implementation of a test plan for in-house facility maintenance staff to supplement the contractor's water treatment plan.
- Maintenance and service of new dissolver dispensing systems, controls, and chemical pumps.
- Monitoring program results and making recommendations with justifications.
- Training technical personnel on program implementation and control.
- Providing a written Haz-Com Plan compliant with OSHA standards.
- Conducting legionella testing semi-annually and annual testing for cooling tower systems in August.
- Reporting maintenance testing issues monthly to DAS.

Period of Performance
The contract is effective from June 1, 2025, to May 31, 2028, with options for renewal at the discretion of the contracting agency.

Place of Performance
Services will be performed at various DAS-managed government office buildings throughout Ohio including:
- The Governor’s Residence in Bexley
- Lausche State Office Building in Cleveland
- Rhodes State Office Tower in Columbus
- North High Complex in Columbus
- Riffe Center for Government and Arts in Columbus, among others.
