Project Information 1.1 Project Name: Asset Management Program Development Capital Improvement Project No: 650728-100001 Capital Improvement Project No: 690509-100001 1.2 Project Overview: The City of Columbus, Department of Public Utilities (DPU) is a large utility in the central Ohio region that provides water, wastewater, stormwater, power, and street lighting services to our customers. We come to work each day with a single purpose in mind: to enhance the quality of life in central Ohio by providing aff ordable, efficient, and environmentally responsible water and power utilities. DPU is comprised of three (3) divisions: the Division of Water (DOW), the Division of Sewerage and Drainage (DOSD), and the Division of Power (DOP). The DPU Director's Office also houses many functions that support divisional operations. A broad overview of each division's asset portfolio follows: DOW 3 water plants o Over 53 billion gallons treated (2022) o Average 145 MGD to more than 1.4 million customers 5 reservoirs 6 radial collector wells 3,589 miles of water mains maintained o 2,539 miles owned by DOW 27 booster stations operated and maintained o 15 owned by DOW 38 water tanks operated and maintained o 26 owned by DOW 26,649 fire hydrants DOSD 2 treatment plants o Over 70 billion gallons treated (2022) o Average 191 MGD plant flows o Average 24,000 dry tons of biosolids Biosolids Composting Facility 4,600 miles of sanitary, combined, and storm pipe 15 sanitary pump stations 16 stormwater pump stations 7 air quality control facilities Franklinton Floodwall DOP 9 substations 462 miles of underground and overhead power distribution circuits 1,780 miles of underground and overhead street lighting circuits 58,000+ street lights 800+ street light controllers All RFP documents shall be downloaded from Bonfire at https://columbus.bonfirehub.com/ Hard copies will not be provided.
Background
The City of Columbus, Department of Public Utilities (DPU) is a large utility provider in central Ohio, offering water, wastewater, stormwater, power, and street lighting services.

The DPU aims to enhance the quality of life in central Ohio by providing affordable, efficient, and environmentally responsible utilities. The department consists of three divisions: the Division of Water (DOW), the Division of Sewerage and Drainage (DOSD), and the Division of Power (DOP).

This solicitation is for professional services related to the Asset Management Program Development for two Capital Improvement Projects (CIP #650728-100001 and CIP #690509-100001).

Work Details
The selected consultant will provide professional services for the development of an Asset Management Program. This includes assessing current asset management practices across DPU's divisions, developing strategies for improvement, and creating a comprehensive asset management plan that aligns with the department's goals.

The consultant will engage with DPU staff to gather data, analyze existing systems, and recommend best practices tailored to the specific needs of each division.

Period of Performance
The proposals are due by December 6, 2024, at 1:00 PM Eastern Time. The contract period will commence upon award and is expected to follow a timeline established during the scope meeting approximately three weeks after proposals are due.
