The New York State Office of General Services (OGS), on behalf of the Division of Resiliency and Sustainability, is seeking a consultant to conduct a waste audit of our main properties in the Capital Region: the Empire State Plaza's (ESP), and the ESP office buildings.
The selected Consultant must demonstrate at least three years' experience in waste data collection and analysis, knowledge of local NYS and Albany recycling regulations and industry, knowledge of proper safety procedures for conducting waste audits, developing and implementing waste diversion recommendations, and ability to access appropriate equipment to accurately sort and weigh different waste types. The team should be familiar with industry best practices and relevant certifications like TRUE Zero Waste certification for comprehensive audits and include at least one certified TRUE advisor.

Background
The New York State Office of General Services (OGS), on behalf of the Division of Resiliency and Sustainability, is seeking a consultant to conduct a waste audit of the Empire State Plaza (ESP) and its office buildings. This initiative aligns with Governor Kathy Hochul’s Executive Order 22 (EO22), which mandates state agencies to enhance sustainability and environmental performance.
The goal is to create a Waste Diversion Plan that increases waste diversion rates by 10% over five years, requiring comprehensive audits at all facilities managed by affected entities.
Work Details
The selected contractor will conduct a comprehensive waste audit covering approximately 4 million square feet of public spaces and 5 million square feet of office space. The scope includes:
1. Pre-Audit Planning: Initial consultation with OGS’s Project Team, development of a detailed audit plan, scheduling a kick-off meeting, and coordinating access for waste sample collection.
2. On-Site Waste Audit: Sorting and categorization of waste into relevant categories, measuring and documenting volume and weight, collecting data on various materials including paper, cardboard, metals, glass, plastics, e-waste, food waste, etc.
3. Reporting: Producing a detailed audit report with findings on types and weights of waste generated, sources of waste generation, percentage diverted, and methodology for establishing a waste baseline.
4. Deliverables: A detailed waste audit plan, Waste Audit Report, and presentation of findings in PowerPoint format.
Period of Performance
The contract will be performed within 3 months of signing.
