NOTICE TO BIDDERS

Sealed bids for Sharrotts Housing Demolition and Improvements at 254 Sharrotts Road at Clay Pit Ponds State Park Preserve, 83 Nielsen Ave, Staten Island, NY 10309, Staten Island, New York will be received by the New York State Office of Parks, Recreation and Historic Preservation (OPRHP), via email at NYC.CapitalBidSubmissions@parks.ny.gov. Electronically submitted bids must only be attached in PDF format hyperlinks will not be accepted. Note: There is a 20MB limit when submitting attachments via email. If email is not an option for the bidder an alternate address will be provided upon written request to a designated contact. Deadline for bid submission is 11:00 AM local time, August 12th 2024. Sealed bids will be publicly opened and read via WebEx only at 12:00 PM local time, August 12th 2024. The Contract D number should be clearly marked in the subject line of your email, along with the words BID SUBMISSION . Each bid must be prepared and submitted in accordance with the Instructions to Bidders and must be accompanied by a scanned Bid Security in the form of a certified check, bank check, or bid bond in the amount of: as is indicated below.

Note: The original hardcopy bid bonds for the two lowest bidders must be postmarked and sent via certified mail within 48 hours of receiving the bid summary from the Office.

WICKS Exempt Projects require a completed OPRHP WE 1 to be filled out and submitted (included in a separate attachment) in accordance with Supplemental Instructions to Bidders Wick Exempt. Failure to submit this form correctly will result in a disqualification of the bid.

A general description of the primary work elements is listed below for reference. The Contractor is responsible for reviewing all the drawings and specifications to obtain a complete understanding of the entire work scope. This contract includes all work indicated on the project documents, including but not limited to:

1. Building Demolition and site improvements

a. Perform demolition of 2-story wood frame residence.

b. Perform asbestos abatement prior to house demolition.

c. Remove and dispose of all septic system components.

d. Provide and install erosion control structures.

e. Provide and install tree protection.

f. Prepare staging area, as needed.

g. Remove and dispose of waste from site.

h. Supply and place fill for foundation hole.

i. Provide testing as required for imported soil and amendments.

j. Add soil to subsoil in foundation of demolished building and to other excavated areas to bring to grade.

k. Plant trees and shrubs.

l. Seed cover crop.

m. Remove erosion control and tree protection.

n. Maintain plants for two years from substantial completion.

o. Install deer fence.

2. General Requirements

a. Provide all necessary permits.

b. Provide Closeout Documents including warranties.

c. Provide all other requirements shown on the plans and included in the specifications.

PUBLIC BUILDING LAW 8(6)

Pursuant to Public Building Law 8(6), any contracts over $5,000 for the work of construction, reconstruction, alteration, repair, or improvement of any State building, a responsible and reliable NYS-certified Minority or Women-Owned Business Enterprise that submits a bid within ten percent of the lowest bid will be deemed the apparent low bidder provided that the bid is $1,628,283 or less (maximum amount has been adjusted for inflation effective January 1, 2024). If more than one responsible and reliable MWBE firm meets the requirements, the MWBE firm with lowest bid will be deemed the apparent low bidder.

PROJECT COMPLETION

The completion date for this project is 270 Calendar Days after agreement has been approved by the NYS Comptroller's Office.

Project Specific Liquidated Damages (Refer to Article 14.10 of the General Conditions).
