Background
The University at Buffalo is seeking to award a contract for a Self-Driving Car Simulator System under its discretionary authority, as per NYS Education Law §355 (5) (a). The total budget for this procurement is up to $125,000. The purpose of this contract is to acquire a comprehensive research and teaching laboratory for self-driving vehicles, aimed at enhancing academic initiatives in autonomous vehicle technology.

Work Details
The contract includes the provision of a Self-Driving Car Studio with three 1/10 scale car models. The key components and specifications include:

- 1 high-performance preconfigured turnkey PC to serve as a testbed and infrastructure station
- 3 high-definition monitors
- 1 game controller
- 2 floor maps (15.75’ x 9.2’ and 15.75’ x 20’) for testing various driving scenarios
- 2 custom PVC borders for branding and environmental mapping
- 4 reprogrammable traffic lights with batteries
- A set of accessories including multiple options for North American and European scale signs and ten traffic pylons
- 1 car stand
- 1 preconfigured router for high-speed wireless communication
- A license for QUARC™ Complete software
- A one-year license for the QLabs Virtual QCar 2 module
- Comprehensive resources to facilitate teaching and research in both physical and virtual environments, covering areas such as vision and sensor fusion, localization, path planning, machine learning, V2V/V2I, etc.

Additionally, the QCar 2 specifications include: Nvidia Jetson AGX Orin processor, various sensors (360° cameras, RGBD camera, LIDAR), pre-installed software licenses (QUARC Complete), APIs (Python, ROS), two LiPo batteries per vehicle, charger, and power supply.

Period of Performance
The contract term is immediate upon award.

Place of Performance
The services will be performed at the University at Buffalo North Campus located in Erie County.
