Background
The Office of General Services (OGS) is issuing a solicitation for construction work to provide asphalt paving and improve drainage at the Highland Residential Center located in Ulster County, NY. This project aims to enhance the infrastructure of the facility, which is part of the Office of Children and Family Services' mission to provide safe and supportive environments for children and families.

Work Details
The contract involves construction work under Project No. 47538-C, which includes providing asphalt paving and improving drainage systems at the Highland Residential Center. The estimated contract amount is between $5,000,000 and $6,000,000. Bidders must prepare their submissions according to the Instructions to Bidders and include bid security in the amount of $125,000. Successful bidders will be required to furnish a Performance Bond and a Labor and Material Bond for 100% of the contract amount.

The project is subject to New York State Executive Law Article 15-A, promoting opportunities for Minority and Women-owned Business Enterprises (MWBEs) with an overall goal of 30% participation, including 15% for Minority-Owned Business Enterprises (MBE) and 15% for Women-Owned Business Enterprises (WBE). Additionally, there is a goal of 6% participation for Service-Disabled Veteran-Owned Businesses (SDVOBs).

Period of Performance
The period of performance for this contract is 668 days from the date the Agreement is approved by the Comptroller.
