Design Services For Persen House Roof Replacement

Background
The Ulster County Department of Public Works, Buildings and Grounds Division is seeking proposals from qualified architectural firms for project plan and specification development for the replacement of the existing roof system on the historic Matthewis Persen House, located at 74 John Street, Kingston, New York.

The house is listed in the National Register and is part of the historic Kingston Stockade District. The County has received a SHPO Grant from New York State for this project, which requires adherence to specific guidelines set forth by the New York State Historic Preservation Office.

Work Details
The selected firm will be responsible for:
- Developing project plans and specifications for replacing the existing roof system, including wood shingle roof, window shutters, copper flashings, roofing membranes, wood gutters, copper downspouts and leaders.
- Restoring exterior trim, wood components, doors, and windows.
- Re-pointing exterior masonry mortar joints in stone and brick construction locations with matching historic paint and mortar colors.
- Preparing a schematic design and bid specifications in accordance with RFP requirements.
- Providing an approximate project cost outline for budgeting purposes.
- Obtaining approvals from NYS SHPO.
- Attending contractor pre-bid meetings and addressing contractor inquiries.
- Reviewing bids and providing guidance for award decisions.
- Conducting regular on-site inspections to ensure compliance with project plans.

Period of Performance
The contract term will commence on September 1, 2025, and continue through December 1, 2026, with options for two additional one-year extensions.

Place of Performance
The services will be performed at the Matthewis Persen House located at 74 John Street, Kingston, NY 12401.

Bidder Requirements
No Service-Disabled Veteran-Owned Set Aside is specified. Bidders must comply with all applicable federal, state, and local laws regarding licensing and permits. Additionally, bidders must disclose ownership interests as per Ulster County's requirements.
