Constructed in 1987, GHOB is a two-story, 39,600-square-foot office building that houses various County departments. Background
The County of Ulster is seeking qualified Architectural/Engineering firms to provide comprehensive full-phase architectural and engineering services for the renovation of the Golden Hill Office Building (GHOB) located at 239 Golden Hill Drive, Kingston, New York.
The renovation aims to enhance workplace functionality, energy efficiency, and interior design to support County operations now and into the future.
GHOB is a two-story, 39,600-square-foot office building constructed in 1987 that houses various County departments.

Work Details
The selected firm will be responsible for:
1. Conducting a thorough evaluation of the building envelope, all mechanical systems, and domestic and sanitary water systems.
2. Providing full and selective demolition to modernize interior spaces.
3. Updating walls, flooring, finishes, and windows to create a contemporary environment.
4. Reconfiguring office layouts to improve workflow and productivity.
5. Designing new meeting spaces for collaboration and community engagement.
6. Ensuring compliance with ADA and other regulatory requirements.
7. Implementing sustainable design elements to reduce energy consumption and improve indoor environmental quality.
8. Collaborating with the Department of Public Works and key stakeholders to assess space needs and evaluate project feasibility.

Period of Performance
The contract will commence on September 1, 2025, and continue through December 1, 2026, with an option for three (3) additional one-year extensions.

Place of Performance
The work will be performed at the Golden Hill Office Building located at 239 Golden Hill Drive, Kingston, New York.

Bidder Requirements
No specific set-aside certifications are required for this contract.
However, bidders must comply with all applicable federal, state, and local laws regarding licensing and permits.
The successful responder must maintain insurance coverage as specified in Schedule C of the RFP.
