Crown Point SBR Wastewater Treatment Plant Design Services

Background
The Town of Crown Point, New York, is issuing a Request for Qualifications (RFQ) for planning and preliminary design services for a municipal project involving the design of a Sequencing Batch Reactor (SBR) Wastewater Treatment Plant. This project is funded by the New York State Environmental Facilities Corporation (NYS EFC) State Revolving Fund (SRF) Program, and all work must comply with their requirements. The Town seeks companies with demonstrated experience in municipal water treatment plant design services and public funding agency administration.

Work Details
The scope of work includes:

1. General Requirements: Participation in public meetings, monthly progress meetings, maintaining a project schedule, and coordination with Essex County for permitting and funding compliance.

2. Schematic Design: Providing final plans for system upgrades, developing a Basis of Design Report, and obtaining approvals from regulatory agencies.

3. Final Design: Preparing final plans and specifications for funding agency review prior to bidding.

4. Bidding Phase: Providing bid phase services including pre-bid conferences and ensuring compliance with funding requirements in contract documents.

5. Construction Phase: General administration of the construction contract, providing on-site representation, conducting wage rate interviews if applicable, and ensuring compliance with funding program requirements throughout construction.

6. Post Construction: Final inspection, completion of punch list items, establishment of warranty period, and sharing closeout documents necessary for funding compliance.

Period of Performance
The contract period will span from Fall/Winter 2024 through Summer 2032. This includes phases such as updating reports in Fall/Winter 2024, schematic design from 2024-2025, final design from 2025-2026, agency review in 2028, bidding in Spring 2029, construction from 2030-2031, and facility online by Summer 2032.
