The CSAP will serve as a strategic guide for the Authority, identifying and prioritizing safety strategies and projects that embrace a comprehensive approach to roadway safety, emergency response, and enforcement improvement.

Background
The New York State Thruway Authority is seeking proposals to develop a Comprehensive Safety Action Plan (CSAP) that aligns with the U.S. Department of Transportation's Safe Streets and Roads for All (SS4A) Grant Program. The goal is to enhance roadway safety and service across the Thruway system, which spans 426 miles from New York City to Buffalo.

The Authority aims to implement strategies that support the Vision Zero initiative, aiming to eliminate fatalities and serious injuries on roadways.

Work Details
The successful Proposer will be responsible for developing a CSAP that emphasizes community outreach and stakeholder engagement. Key tasks include:
1. Project Management, Coordination, and Planning: Collaborate with Authority leadership to refine Vision Zero goals, develop a project management framework, and create a detailed work plan with QA/QC measures.
2. Collaboration and Division-Specific Strategies: Work with the Authority’s four divisions to gather safety data and insights, establish a committee for oversight, and facilitate on-site collaboration.
3. Comprehensive Stakeholder Engagement: Develop an engagement plan that includes diverse stakeholders and conduct a Safety Summit for feedback.
4. Data Collection and Safety Analysis: Analyze safety data to identify trends, develop a web-based safety dashboard, and assess equity considerations in safety strategies.
5. Development of the CSAP: Draft the CSAP document detailing actionable strategies aligned with Vision Zero goals, including an implementation roadmap.
6. Reporting and Final Deliverables: Provide monthly progress reports, deliver a final CSAP document in both digital and print formats, and ensure compliance with relevant laws.

Period of Performance
The contract term is 18 months, commencing upon approval by the Thruway Authority’s Executive Director.

Place of Performance
The services will be performed across all counties in New York State.
