The City of New Rochelle (City) is issuing this Request for Proposals (RFP) to solicit the services of a private utility locator company (PULC) to support the City with the locating and marking out of existing city-owned utilities as required by New York State Code Rule 753 as part of the Dig Safely New York program.

All questions and answers will be compiled and posted on the City's website on or before Wednesday, October 30th, 2025 by 4:30PM .

Background
The City of New Rochelle is issuing this Request for Proposals (RFP) to solicit the services of a private utility locator company (PULC) to assist with locating and marking out existing city-owned utilities as required by New York State Code Rule 753, part of the Dig Safely New York program.

The city is experiencing significant growth and development, necessitating accurate utility markouts to prevent damage and ensure safety during various construction and infrastructure projects.

Work Details
The selected PULC will provide services including:
- Management of utility inquiry tickets by DigSafelyNY
- Review of digital maps (GIS) for city-owned sanitary sewer and drainage infrastructure
- Visual inspections to verify existing infrastructure locations
- Marking out existing city-owned infrastructure including sanitary sewer, drainage, and traffic signal systems
- Documenting mark-outs in a cloud folder provided by the city
- Closing out ticket requests via the DigSafelyNY platform.

The PULC must attend to an average of 460 ticket requests per month within 48 hours, using color-coded oil-based utility spray paint for markouts while adhering to safety protocols outlined in their Health and Safety Plan.

Period of Performance
The contract term is for one year, commencing on January 1, 2025, upon receipt of the Authorization to Proceed.

Place of Performance
The services will be performed across all counties in New York State where city-owned utilities are located.
