The Advance Albany County Alliance ( Alliance ) will receive sealed proposals for the Al Tech Specialty Steel Site Master Plan / Generic Environmental Impact Statement prior to 4:00 P.M. on Wednesday January 29, 2025. Proposals received after this time will not be accepted.
Printed proposals will be delivered to the Advance Albany County Alliance, 111 Washington Avenue, Suite 100, Albany, NY 12210, Attn: Clayton Besch, Project Manager and electronically by submitting to the e-mail address cbesch@advancealbanycounty.com.
The Advance Albany County Alliance LDC is soliciting proposals from qualified environmental engineering and consultants to provide comprehensive Master Plan and GEIS for the Al Tech Specialty Steel site located at 102 Spring Street Road and 2A Lincoln Ave, Watervliet, NY 12189.
The full Request for Proposals Document will be available on the Advance Albany County Alliance website (www.advancealbanycounty.com) and by email request to cbesch@advancealbanycounty.com. All respondents are required to provide their contact information to the Alliance so that they can be informed of all necessary information, including the notice of bid addenda via digital shared folder.

All questions must be submitted via e-mail, no phone calls will be accepted. All e-mails must include RFP# AACA2403: Al Tech Master Plan/GEIS within the subject line. Contract will be awarded by the Advance Albany County Alliance Local Development Corporation which reserves the right to waive any informalities or to reject any and all bids.

Background
The Advance Albany County Alliance Local Development Corporation (AACA) is seeking proposals for the Al Tech Specialty Steel Site Master Plan and Generic Environmental Impact Statement (GEIS).
The site, located in Watervliet, NY, is a priority for redevelopment due to its size and strategic location.
The AACA aims to attract high capital, high employment manufacturing opportunities in sectors such as clean manufacturing and life sciences.
The project intends to advance pre-development planning and permitting to make the site shovel-ready.
Work Details
The work includes the following tasks:
1. Draft and Final Generic EIS: Prepare all necessary materials for the GEIS under SEQR, including public involvement, environmental assessments, mitigation measures, and completion of a Findings Statement.
2. Site Master Plan: Develop a comprehensive plan that includes transportation planning, zoning analysis, utility planning, market-based parcel sizes, environmental constraints, stormwater management, renewable energy opportunities, and detailed conceptual site plans with cost estimates.
3. ALTA Survey: Conduct a land title survey that includes boundary identification, improvements documentation, easement location, utility identification, topographic information, flood zone identification, access points identification, and certification by a licensed New York State land surveyor.
4. Implementation Plan: Assist with gathering information for New York’s Shovel Ready certification and provide an Infrastructure Master Plan Schedule with funding strategies.
Period of Performance
The contract period is one year with the possibility of two additional one-year extensions upon mutual agreement.

The contract will be performed at the Al Tech Specialty Steel site located at 102 Spring Street Road and 2A Lincoln Ave., Watervliet, NY 12189.
