Solicitation Waiver, Pharmacy Benefit Management service to the AIDS Drug Assistance Program

Background
The Nevada Department of Health and Human Services (DHHS) is seeking a noncompetitive contract with Ramsell for Pharmacy Benefit Management (PBM) services to the AIDS Drug Assistance Program (ADAP), also known as the Nevada Medication Assistance Program (NMAP). This contract is justified under NRS 333.700(7), which requires State Board of Examiners (BOE) approval for service contracts.

Work Details
Ramsell will provide PBM services to ADAP/NMAP, allowing eligible clients to access medications through a network of contracted pharmacy point-of-sale locations. The program offers full payment assistance or covers co-pays and deductibles for clients. Additionally, the vendor will serve as the fiscal agent responsible for administering and reconciling pharmaceutical rebates generated as part of the service delivery. The unique qualifications required include expertise in coordinating benefits across multiple payers, knowledge of pharmaceutical rebate administration, and compliance with federal legislation to avoid duplicative discounts.

Period of Performance
The contract will commence upon approval and is set to end on June 30, 2026.

Place of Performance
Services will be performed in Nevada, specifically through contracted pharmacy locations across the state.

Bidder Requirements
This contract is classified as a Sole or Single Source due to the unique nature of the services provided by Ramsell. These services cannot be competitively bid due to ongoing challenges with the current PBM vendor. The program has previously worked with Ramsell and requires their specific expertise to ensure continuity of care for clients receiving life-saving HIV medications.
