Background
The Colorado River Commission of Nevada is a special purpose utility agency of the State of Nevada, providing electric utility services and water resource management related to the Colorado River. The Commission is seeking proposals from qualified firms of certified public accountants to conduct an audit of its financial statements for the fiscal year ending June 30, 2025, with options for subsequent audits over the next three years. The goal is to obtain an independent audit opinion and a report on internal controls, adhering to Generally Accepted Government Auditing Standards (GAGAS).

Work Details
The selected auditor will perform the following tasks:
1. Express an opinion on the financial statements in conformity with generally accepted accounting principles.
2. Audit the Commission's books based on provided information, including general ledger activity and trial balances.
3. Maintain communication with Commission staff throughout the audit process regarding revisions and procedures affecting financial statements.
4. Assist in creating the Annual Comprehensive Financial Report (ACFR), including basic financial statements and required supplemental information, with final printing of 30 copies.
5. Review the ACFR against GFOA checklist and suggest improvements based on prior submissions.
6. Assist in developing closing adjustments related to federal hydropower contracts.
7. Conduct an annual audit conference for guidance on new GASB pronouncements.

Period of Performance
The initial contract term is anticipated to begin on July 1, 2025, subject to approval, with options to renew for three additional years.

Place of Performance
The contract will be performed at the Colorado River Commission's main office located at 100 N City Parkway, Suite 1100, Las Vegas, NV 89106.
