T3140 - Program Implementation and Strategy Advisor

Background
The State of New Jersey, Department of the Treasury, Division of Purchase and Property, is issuing a Bid Solicitation on behalf of the Department of Community Affairs (DCA), Division for Disaster Recovery and Mitigation (DRM). The purpose is to solicit Quotes for technical expertise, policy and regulatory guidance, and Tasks related to program implementation and program management, including staff augmentation, in order to implement disaster recovery, resilience and mitigation programs funded by various sources of assistance.
The intent is to award a Contract to that responsible Bidder whose Quote, conforming to this Bid Solicitation, is most advantageous to the State, price and other factors considered.

Work Details
The core services required under this contract include program/project development and implementation, program/project management and operations. Professional staff classifications are also specified. The contract also includes general terms such as contract term and extension option, contract transition, performance security, ownership of material, substitution of staff, delivery time and costs, authorized dealer and/or distributors, liquidated damages, retainage, electronic payments, procurement efficiency program.
Additionally, data security requirements such as security plan, compliance, personnel security, security awareness and training are outlined.

Period of Performance
The period of performance for this contract will be from the due date for electronic questions on May 24, 2024 until the completion date which is subject to change. All times contained in the Bid Solicitation refer to Eastern Time.

Place of Performance
The services will be provided both on-site at DCA or in other statewide locations as well as remotely via phone, email/internet and/or teleconference.
