T2655 - New Jersey One-Call Damage Prevention System

Background
This Bid Solicitation is issued by the New Jersey Department of the Treasury, Division of Purchase and Property, on behalf of the New Jersey Board of Public Utilities (BPU).
The purpose is to engage a Contractor to operate the New Jersey One-Call Damage Prevention System, which aims to reduce damage to underground facilities caused by excavation and demolition activities.
The One-Call System serves as a statewide notification center that operates 24/7, ensuring that excavators notify underground facility operators before commencing work.

Work Details
The Contractor will be responsible for establishing and operating the One-Call Damage Prevention System's call center, which includes:
1. Setting up a 24-hour notification center in New Jersey.
2. Providing all necessary office facilities, equipment, and staff.
3. Implementing a computerized mapping and street index system.
4. Developing a customer service representative (CSR) component capable of retaining excavator information and processing requests efficiently.
5. Maintaining compliance with the Underground Facility Protection Act (UFPA).
6. Training CSRs on their duties and ensuring accurate information handling.
7. Operating a system for processing One-Call Damage Reports and maintaining records for seven years.
8. Providing disaster recovery plans to ensure continuity of operations during emergencies.
9. Establishing communication protocols with underground facility operators to ensure timely notifications based on excavation requests.

Period of Performance
The contract period will commence upon award and is expected to last for an initial term with options for extension as determined by the State.

Place of Performance
The contract work will be performed in New Jersey, specifically at a location approved by Board Staff for the operation of the One-Call System's call center.
