T0777 - Snow Plowing and Spreading Services - NJDOT

Background
This Bid Solicitation is issued by the New Jersey Department of Transportation (NJDOT) through the Department of the Treasury, Division of Purchase and Property.

The purpose of this solicitation is to procure snow plowing and spreading services for all State interstates and highways under NJDOT's jurisdiction. The State aims to award contracts to responsible bidders whose quotes are most advantageous, considering price and other factors. This solicitation is a reprocurement of services previously provided under contract T0777.

Work Details
The contractor will provide snow plowing and hauling services as well as calibrated spreading services for deicing chemicals and abrasives during the winter season from October 1st to April 30th each year.

The contract includes three hundred ninety-two (392) price lines categorized as follows:
1. Price Lines 1-317: Snow Plowing and Hauling Services, requiring Class A Snow Plowing Trucks with either bidder-provided or NJDOT-provided snow plows.
2. Price Lines 318-326: Other Equipment - Loaders and Graders, where bidders may submit hourly rates for additional equipment.
3. Price Lines 327-392: Spreading Services, requiring unit pricing for spreading services per truck.

Contractors must ensure all trucks are operational, comply with safety regulations, and have qualified personnel available at all times during the winter season. They must also be prepared to respond within two hours of a call-out from NJDOT.

Period of Performance
The contract will be performed during the winter season from October 1st through April 30th each year, with specific call-out requirements applicable throughout this period.

Place of Performance
The services will be performed on all State interstates and highways under the jurisdiction of the New Jersey Department of Transportation.
