Marketing and Advertising Agency Services for the NH Conservation and Heritage License Plate (Moose Plate) Program
Background
The State of New Hampshire's Department of Natural and Cultural Resources (DNCR) is issuing a Request for Proposals for marketing and advertising agency services for the NH Conservation and Heritage License Plate (Moose Plate) Program. This program supports the protection of critical resources in New Hampshire, including scenic lands, historic sites, plants, and wildlife.

Funds raised through the purchase of these license plates are allocated to various conservation efforts, including preserving historic properties, managing wildlife, providing grants for resource conservation, and promoting the Moose Plate program.

Work Details
The selected firm will provide marketing and advertising services with a total budget of up to $50,000 per state fiscal year (July 1 – June 30). The scope of work includes:

1. Developing a detailed media advertising budget (approximately 60% of total budget) covering electronic media (social media and web), print, and broadcast.

2. Creating content for electronic media (approximately 20% of total budget), which involves posting on social media and websites using information from the Marketing Subcommittee, maintaining communication with Town/City clerks, providing analytics for social media and website performance, running contests/campaigns on social media, and updating the website.

3. Producing special materials in collaboration with the Marketing Subcommittee (approximately 15% of total budget), which includes updating an online interactive map of funded projects, maintaining a project information database, engaging Town/City clerks, performing outreach to special audiences, and adapting visual branding for additional materials.

4. Account administration tasks (approximately 5% of total budget) such as scheduling meetings with the Marketing Subcommittee, communicating project progress via email/phone, submitting quarterly invoices detailing tasks and projects, and maintaining mailing lists.

Period of Performance
The contract period will commence upon approval by the Governor and Executive Council and will run from July 1, 2025 through June 30, 2027. There is an option to extend the contract through June 30, 2029 if mutually agreed upon.

Place of Performance
The contract will be performed in New Hampshire.
