Drug And Mental Health Court Case Management System

Background
The New Hampshire Judicial Branch (NHJB) is issuing this Request for Proposals (RFP NHJB-2025-01) to solicit proposals for a Database / Case Management Software as a Service (SaaS) solution for drug and mental health treatment courts statewide.

The NHJB's mission is to preserve the rule of law and protect the rights and liberties guaranteed by the US and NH Constitutions by providing accessible, prompt, and efficient forums for the fair administration of justice.

The contract aims to provide a Treatment Court Case Management System (TCMS) to support case processing and performance evaluation for drug courts and mental health courts in New Hampshire.

Work Details
The selected vendor will implement a fully functional Drug Court Case Management System and a Mental Health Court Case Management System that meets or exceeds the requirements outlined in this RFP. Key services include:
1. Development of a web-based SaaS solution fully supported by the vendor.
2. Review, clarification, and signoff on requirements and design with NHJB staff involvement.
3. Detailed design/configuration development with NHJB staff involvement.
4. Construction/configuration and unit testing of the system performed by the vendor.
5. Development of test plans with NHJB staff involvement.
6. System testing, regression testing, user acceptance testing, and implementation by the fixed contract end date.
7. A 120-calendar day warranty period post-implementation.
8. The system must track individual cases from initial court adjudication through graduation, including data collection on demographics, treatment received, program outcomes, compliance monitoring, and reporting capabilities.

Period of Performance
The anticipated contract term is one year (12 months), with an option to extend for up to two additional years based on satisfactory vendor performance and continued funding.

Place of Performance
The services will be performed statewide across various Superior Court locations in New Hampshire where drug courts and mental health courts operate.
