Special Education Goalbook Toolkit

Background
The State of North Dakota, through the Department of Public Instruction, intends to make a noncompetitive purchase for the Goalbook Toolkit. The purpose of this notice is to determine if other sources are available and whether the procurement method is appropriate.

The Goalbook Toolkit is intended to promote educator best practice integrating and aligning the three-part process of identifying student present levels of performance, creating standards-aligned IEP goals, and identifying UDL strategies to support students in achieving their goals. It is designed for special educators, coaches, and service providers for use throughout the special education process from developing higher-quality IEPs to the delivery of more effective differentiated instruction.

Work Details
The purchase includes annual access for up to 1,380 special education staff members, technical support and training, and up to four (4) days of professional development and training.

The toolkit aims to empower teachers to confidently assess students' present levels based on data-driven insights and includes editable starter narratives, assessments, and prompting questions for the educator to vividly convey the objective information to all IEP stakeholders on strengths and needs and the student’s impact of disability. It also streamlines the creation and monitoring of personalized, standards-aligned IEP goals, featuring thousands of examples of goals tailored to various support levels, academic and non-academic domains, and diverse learning needs. The toolkit offers a wealth of resources, strategies, and coaching tips for implementing IEPs in reading, writing, math, behavior, and SEL across different settings.

Period of Performance
The contract is priced at $821,100 per year with one option to renew.
